Born in Alliance, Ohio, James Lee Goddard earned his M.D. at George Washington University in 1949 and a Masters in Public Health at the Harvard School of Public Health in 1955. He was appointed Assistant Surgeon General of USPHS and Chief of Atlanta's Communicable Disease Center in 1962.
